There are a number of residential and/or small business support programs available that can assist in minimizing your monthly electricity bill. 

Energy Affordability Program NEW!

The Energy Affordability Program provides support to income-eligible residential customers by helping them to lower their monthly electricity costs and to increase their home comfort. Depending on the situation, customers may receive energy-saving products, or a free home energy needs assessment, or free energy saving kits customized to meet specific needs including energy-saving LED lighting, timers, faucet aerators and much more.

Ontario Electricity Rebate

The Ontario Electricity Rebate (OER) reduces the pre-HST costs on customers’ bills by 21.2%. The government is making the true cost of electricity on the bill more transparent, as well as identifying the full value of the rebate that customer may be eligible for.

The OER is for residential, small business, farmers and long-term care homes and some multi-unit complexes, if they meet certain criteria.

All residential, small commercial customers using <50kW are automatically eligible for the rebate and do not have to apply. The rebate automatically appears on the electricity bill.

 Ontario Electricity Support Program
Ontario Electricity Support Program (OESP) helps reduce electricity bills for low-income households with a monthly on-bill credit. The amount of the credit will depend on how many people live in the house and the combined household income. Find out if you are eligible and how to apply by visiting Ontario Electricity or call 1-855-831-8151, or for more information, visit the Ontario Energy Board website.

If you are approaching the end of your eligibility period, you must renew your OESP application. We recommend that you renew your OESP application early to avoid a gap in your OESP assistance. The renewal process can take six weeks to complete.

There are three ways to renew your application:

  1. Visit and click on renew application.
  2. Complete a paper application and consent for and mail it to: Ontario Electricity Support Program, PO Box 1540, STNB, Ottawa, ON, K1P 0C7.
  3. Visit a community partner listed above for assistance.
 Low Income Energy Assistance Program
Low Income Energy Assistance Program (LEAP) is an emergency financial assistance program offered by the Ontario Energy Board in order to assist low-income energy customers. It is not intended for regular or ongoing bill payment assistance. Social service agencies screen and assess applicants in need.   OEB LEAP Brochure (.pdf). Customers in the County of Brant and Brantford customers contact Willowbridge Community Services or call 519-753-4173 x 223.

Customers in Cambridge and North Dumfries contact Waterloo Region Social Services or call 519-883-2100 and select Option 1.   The Waterloo Regional Energy Assistance Program (WREAP) helps households with low-incomes avoid the consequences of not being able to pay their utility bill.

 Residential Arrears Management Program

We offer an Arrears Management Program (AMP) to eligible residential customers as an alternative to an interruption of service.

As prescribed by the Ontario Energy Board, eligible residential customers who are unable to pay their outstanding electricity charges may enter into an arrears payment agreement with us. The agreement allows the outstanding arrears to be paid in instalments over a number of months, and requires that a portion of the arrears be paid as a down payment. The customer is also required to continue to pay their regular ongoing electricity bills. A security deposit may be required.

Customers who fail to pay the required down payment, monthly arrears instalment payments, or their current electricity bills will be removed from the Arrears Management Program, and will be subject to collection activities, including interruption of service.
